JSR-286 is the Java Portlet specification v2. 0 as developed under the JCP and created in alignment with the updated version 2.0 of WSRP. It was released in June 2008. It was developed to improve on the short-comings of the version 1.0 specification, JSR-168.
What is the difference between JSR 168 and JSR 286?
Now all the major vendors support JSR 286 on their Portal server. Also known as Portlet 2.0, JSR 286 builds upon the first portlet standard, JSR 168, so it has all the features of the first standard plus more: Event handling. Shared parameters.
What is JSR in Liferay?
Initially portal vendors had their own portlet frameworks but the problem is those portlets are specific to portal Server and cannot be deployed to another server.So their is specification or we can say Standards for portlet development.

Is this technology popular and really used in production commercially? This will attract more opinions than answers but no, portlets are not used as much any more. Portals in general are not as popular as they once were and so the use of portlets is not as popular.
